Take a look at this Zoom Support article for information on what can be recorded with a basic/free account.

 

The options you're looking for are only available for Cloud Recording, which requires a paid account at Pro level or above as mentioned in the prerequisites here, and have to be specified in the user's Recording Settings as mentioned here.
