error assigning alternative hosts

I am trying to assign alternative hosts and getting an error message, so I would like to know the steps required to make someone an alternative host.

Each user has their own zoom account, the account isn't shared. Does it need to be a shared zoom account to enable alternative hosts? How do you add people to your account, if so.
