When I am in a meeting run by someone else I seem to be the only one not able to click on someone's message to hit a reply or add an emoji. I am on an iphone 12, which is updated. I have updated zoom also. I have gone to the meetings tab and there is no place to turn on new emojis as everyone keeps talking about.  It is very frustrating. I also do not have the option to do it on my computer either. Using the same login but just under windows.

Welcome to the Zoom Community, @neda.

The ability to click on Reactions is controlled within each meeting by the meeting host.

I'd suggest reading through these two Zoom Support articles for more information.  The first is primarily about how to enabled the Reactions for the meeting host; the second is more for users with information about how to use the controls (with a different set of instructions for each operating system)... if the Reactions are enabled for the session you're in.
