Zoom security, settings as registrants only... Still accessible with ID and Password?!

I've scheduled a meeting, entered the email address for just one person, (testing) and everything is set for registration only access. Yet, someone else, without registering, can still enter the meeting waiting room by using the meeting ID and password.

 

Is this normal? Am I missing a setting somewhere? I need to work this out before Monday if possible, please?
