Question: I am the administrator of a Zoom account. When there is an update, does each user need to perform the update on their device or does it automatically update the entire account for all users?

It depends on what updates you are referring to. Updates to the website are applied to everyone, although they may have to refresh the page to see the changes. Updates to the desktop client or mobile app do require each user to update those. Some admins manage their devices and deploy the client over their network, through MSI or GPO deployment, so they can control exactly which version is used across the organization.
