Two licensed users were attempting to host a meeting, but zoom kept kicking one of us off saying we couldn't both be hosting simultaneously.  How can I rectify this?

It is not clear what you mean by "two licensed users". Are these 2 users on an account which has 2 licenses? or are these 2 users on an account which has one license? or are these 2 users who each have a licensed account but are accessing the same account which has one license? It sounds like the account only has one license. The licenses on the account controls access.
