Trying to figure out if my boss adds me under their account as a "user"
(1) can I schedule a meeting on their behalf
(2)and will the client see the boss' name or company

Your situation is pretty common, and most people find this works very well.
You and your boss will both need Licensed accounts under the same owner. In many cases of small businesses, the owner of the company owns the Zoom account. In larger companies, someone else owns the account – usually in the IT or Purchasing department.
Once your account has been added and Licensed, your boss should give you Scheduling Privilege. Once this is done, you will be able to schedule meetings for him in his own Zoom account.

Then when he asks you to set up a meeting, you select him in the “Schedule for…”, and the meeting you create will be his meeting. You may need to send invitations to other attendees separately.
