I want all cameras off when hosting a meeting. I have switched all settings to disable video, however, one video camera is always on regardless. How can I fix this?

During your meeting, as Host you can turn everyone else's video off. Additionally, at the bottom of the Participants window click the three dots button and then scroll down and uncheck the option to allow user to turn their video back on.

I do not see how to ensure cameras are off on all participants and then allow them again.
Is there something I have to do in my meeting settings? This IS a meeting not a webinar, right?
I only see options to mute and unmute all as in audio. Thanks!
