Participants sent to Waiting room even when Waiting room is disabled

I have Waiting room option disabled (OFF) in Acct Settings. I also disabled Waiting room in the meeting I created. Still, participants are sent to waiting room until host joins. Is this a software bug in Zoom? 
How do I set up a meeting such that participants can join the meeting directly even before host joins?

Account Settings
 Meeting Passcode : ON
 Room Meeting ID Passcode: ON
Require passcode for participants joining by phone: ON
Embed passcode in invite link for one-click join: ON

Meeting Settings - Security
Passcode - checked (ticked)
Waiting Room - unchecked
Require authentication to join: unchecked
