Participants sent to Waiting room even when Waiting room is disabled

I have Waiting room option disabled (OFF) in Acct Settings. I also disabled Waiting room in the meeting I created. Still, participants are sent to waiting room until host joins. Is this a software bug in Zoom? How do I set up a meeting such that part...
