I am a regular user of Zoom as an attendee of meetings but I am fairly new to setting meetings up myself. I can schedule a meeting with no problem. But neither I nor my recipient of the Zoom invite are receiving the notification emails. Why would that be?

Zoom does not automatically send the invite when you create a meeting. You could copy and paste the link into an email and send it to your attendees. Looking through the Zoom marketplace there are several scheduling options for setting up Zoom meetings and sending the invite with attendees including Salepager which seems to be focused on scheduling from the host's perspective.
