I have two pro licenses, but each ID limited with 100 participants. How should I merge both ID in one

Not sure what you mean by this. If you are trying to merge the two 100-participant meetings into one larger, 200-participant meeting, that is not possible. You would need to purchase a large meeting add-on, which would increase your maximum participant count.
