Low CPU consumption when converting a meeting video

Every time the video starts converting the CPU consumption is very low, around 5% on average. I have a pretty powerful CPU, an 8 core/16 thread AMD Ryzen 7700X and it is very annoying waiting a long time for a video to finish converting while the CPU is underutilized.

Does anyone else have the same experience?
