Can we create unlimited number of Licensed users under a single zoom account?

You would need to contact Large Enterprise Sales.

There are some soft-limits on the number of users that can be created for any account, but those limits can be raised by contacting Support. To have all those users be licensed at the same time would require you to speak to Sales to get a large account's worth of licenses.
