You mention that you would like to know if there is a way to  "see" all Zoom attendees.

Yes and No.

Yes, you can "see" all the attendees of a meeting listed out in the "Participants" list. When viewing the participants list, you will see the "Display Name" listed along with a profile icon for each attendee.

No, You can not force an attendees' camera ON so you can visually "see" the attendee.
