Is there a way to allow participants to turn their videos back on themselves after a host stops them

As a host or co-host,  you can click on individual participant's videos and click "Stop video" to turn their video off.

After doing so however, a participant cannot turn their video back on themselves and require a host to click "Ask to start video" again for them to be able to turn their video back on.

 

Is there a setting to allow participants to turn their videos back on without a host?

 

If not, where can one submit this feature request?

I do not believe there is a way. Stopping someone's video is mostly a security feature, so letting a participant resume their video without permission might compromise that use-case.

 

But I can see your use-case as well - maybe there could be a workaround.
