Is it possible to stop users joining prior to their meeting time without a host?

Good morning,

 

Is it possible to stop users joining too early if a host is not activated? 

 

Is it also possible to automatically end the meeting so it doesn't prevent the next meeting starting if users haven't logged out properly?
