Is it possible to stop users joining prior to their meeting time without a host?

Good morning, Is it possible to stop users joining too early if a host is not activated? Is it also possible to automatically end the meeting so it doesn't prevent the next meeting starting if users haven't logged out properly? Many thanks Charlotte ...
