A while back, Zoom touted the ability to place participants at a table to mock a panel and make it more personal. I have never seen that feature released. Has anyone found it or used it? It is just for webinars?

Hi there! This is called Immersive View. You will need to log into zoom.us and ensure it is turned on in your settings. Once it is turned on, you as the host of the meeting can navigate to the View options (top right) when inside a meeting and select Immersive View. This will allow you to select from a variety of 'staging areas' and move your participant videos around. You can also upload your own images to be used as staging areas also!
