How to blur a background if CPU does not meet a requirement ?

On windows 10, it works for Google, Microsoft... This is a real blocker.

Zoom will not do it, if you don't meet the specification.

 

You could try using Snap Camera for desktop - and searching for the Background Blur lens filter.
