How do I make interpretation a default feature on all my Zoom calls? 

I would like to have English, Spanish, French, and Portuguese options on all calls, but it appears as though I have to add the feature each time I create a meeting.

Yes, this is by design. If you'd like Language Interpretation to be available on all your Zoom Meetings/Webinars you would need to set up the languages (+ add interpreters) for each.
