Far End Camera Controls only partially working

I was trying to set up my PTZ camera for someone to use. The zoom function works fine but the pan/tilt controls do not work. Do the far end camera controls only work with certain PTZ cameras? Is there additional software I should try?

Do you meet the following conditions?
Far end camera control must be enabled by both parties.
PTZ camera must support UVC control.

Yes to both. It's the Hotrain HS Web Conference Camera. The other party could control the zoom, but not the pan/tilt. I've tried to find troubleshooting regarding partial control but nothing came up.

I am experiencing the same problem with the Hotrain HS Web Conference Camera.  If you find a workaround please keep me informed and I'll do the same!
