Does Workplace Pro only come with one licence?

Hi, Can someone confirm if Workplace Pro only comes with one licence? We have this account and need at least two people to be able to host meetings (longer than 40mins) independently. We thought this account meant we could do this but currently only one person has the licence and the other is a basic user on the acccount.

Do we really need to buy another full licence? Thank you

We just signed up and understood the exact same thing as you do from when we read through pro and business. We choose pro as we could have up to 9 users which we understood could run meetings.
