Let's say the user was using zoom over the company license and made a cloud record of the meeting
Would the video be available by link in case user's account will be blocked (in case user is not working in the company anymore)

I can confirm that cloud recordings will remain accessible on your account (in accordance with your storage policies), even if the user who owned their respective meeting IDs' account has been deactivated.
You will need admin access (or a scoped role) in order to see/share/manage these.

Why do we need admin access and how to get it? Now we can open the video with the password. Will we be able to open by password after the meeting the owner's account or account of user who actually recorded is deactivated?

Admin access may not be necessary to view (I am an admin and cannot confirm), but will be necessary to manage the recording.
