Can't add alternative host

Hi, I'm trying to add alternative host to our zoom meeting but it won't allow me, what can be the reason?

Your alternate host must be someone on your account, and licensed.

This is a huge problem for us. Isn't there a way to add an alternative host that belongs to another account? Both fully licensed and paid PRO user accounts?
