Zoom Event Question on setting up tickets so that 1 person can buy tickets for multiple people

I set up a test event and I can't find where I set it so that one person can get multiple tickets at one time.  This would be for a paid event on the conference selection for Zoom events.

It is not possible unless they have access to the other attendee's accounts to register for them.
