Few Registrants who have participated in Zoom Polling are not showing in attendee list

Experiencing a data issue while extracting Webinars Analytics data using Zoom Attendee and Polling API.
In API response, we have found few cases where registrants are available in poll data but not in Attendee data.
Logically polling registrant list should be subset of attendee list. 

Same is happening when we manually extract Analytics report from Zoom platform. 
Please suggest how can I solve this.
