Breakout feature for Webinar License only

Please dont tell me we have to upgrade to a Sessions or Events license just for this tiny extra feature.  We dont need any of the other Sessions or Events functions.

As it currently stands, a Sessions or Events license is required.

Same deal for Backstage, Production Studio, etc.
