Attendees admitted without waiting room

In three experiments with webinar, attendees have been admitted without going into a waiting room. This would be disruptive. What are we not doing?

Are you able to verify that the waiting room is properly enabled for your Webinar? See the steps below:
To enable or disable Waiting Room for your own use:
- Sign in to the Zoom web portal.
- In the navigation menu, click Settings.
- Click the Meeting tab.
- Under Security, click the Waiting Room toggle to enable or disable it.
- If a verification dialog appears, click Enable or Disable to verify the change.
Note: If the option is grayed out, it has been locked at either the group or account level. You need to contact your Zoom admin. - Click Edit Options to specify Waiting Room options.

Thanks Happytohelp123. We had Waiting Room enabled.
What I think the answer is, is that there is no Waiting Room in a Webinar. What can be done in the Webinar options is "enable Practice Session". A Practice Session is started before the Webinar, and lets Panelists enter the meeting.
Attendees can only enter the meeting when the Webinar is started, and they come in muted and with their video switched off.
