Unable to add the integrated app.(outgoing webhook)

When I try to add the "outgoing webhook" app to the Zoom desktop app, the "Add" button is disabled. (I can add it via the web page, but it fails with the message "An inappropriate operation was performed.") Other apps add normally. Please advise on how to resolve this issue.
