If you seeing some setting "locked" and unable to be turned on or off, then this likely means you are part of a larger Zoom account for your organization and your internal Zoom Account Admin has configured those setting a specific way and then locked them so that users cannot change.
You would need reach out to the Account Admin to discuss getting those settings changed or unlocked. In your Zoom Portal go to Account Profile tab on the left and you should be able to find information about your account owner, contact info, etc.
