Trying to delete an old account

I'm trying to figure out how to get into an old account, but I do not have access to an authentication code or recovery code. I need to access this account for business purposes but no matter what I try I can't do anything. I try to submit a ticket with this account but I get told it doesn't exist even though I verified all the information linked to it. Does anyone have any ideas on what I can do? I tried to call customer support but also got told that this account doesn't exist.
