I cannot receive emails on my outlook.com account

I am using a free account because I cannot receive emails to my paid outlook.com account.  My paid account has OTP due to it "not recognizing my location".  What do I need to do?

If you find out please let me know! I am in the same position locked out and unable to use zoom. Frustrating as they have my money.
