Being charged tax on a Zoom One Pro upgrade

I was trying to upgrade from the free account to Zoom One Pro. But despite clicking I am not a business and also I do not have a VAT number the order page wants to charge me tax. Any ideas why? Is this right, and if so - how can I avoid this?
