I cant set Zoom webinar

I added webinar plan yesterday but I can't set webinar schedule today. do you know reason why ? I need more step to start webinar ?

Hello OJ:
You purchased the license for Webinar, but did you assign it to a licensed Zoom user?  The license doesn't automatically assign after purchase.
