Unable to activate custom emojis.

I have been trying to add custom emojis in zoom but get the error message "You are no longer authorized to edit custom emojis." I am the admin of the account. I looked at the help form for enabling custom emojis and it says to click Account Management then Account Settings. There is no Account Settings option for me.

Has anyone figured out this issue?
