Additional Phone Numbers Ported In

We have a block of 100 phone numbers that we are looking to port into Zoom Phone. We are only actively using 25 of these numbers, and we would only have 25 user Zoom licenses. Would we need to pay ($60/year) for each of the additional 75 numbers that are ported in?

Terrible policy to charge just to store #'s for future use-  -  we bought PERPETUAL use of 100 numbers from Windstream,  Fuze ported them in at no charge and then only charges $1/mo if we choose to activate them as a 2nd # a user can select (if its just parked- no charge)-  crazy Zoom wants anywhere near that much for just parking a number.
