There are two types of Zoom Events.
I think your question can be answered by reading the following article on PPA licensing.

Hi! I am not interested in the ways of paying for tickets, but the possibility of entering the events, the question is, is it possible to do this only with a ticket, or for example, can I send everyone a link to the event?
