Hi, 

If i buy the package for 1000 attendees, what happens if 1001 turn up? If the meeting is full, do other attendees go into a waiting room or can they not register at all?

You can register as many people as you like. Zoom queries the meeting owners meeting attendee limit at the start of the meeting, and will admit up to the license limit. After that, additional attendees will be presented with a screen indicating the meeting is full. Optionally, if the meeting is being live-streamed, they will also be notified of the live-stream link, and can view outside of Zoom.

FYI, in my experience the ratio of attendees to registrants is generally in the 50-70% range. If you have 1,000 registrants, expect 500-700 attendees. With this in mind, you could possibly have 1,500 registrants and expect 750 to 1,050 attendees and the likelihood of having overflow attendees is small.
