When using screen sharing layouts, It shows the correct layout to the zoom participants. However, those on live stream cannot see the correct layout. For instance on Facebook and Youtube, viewers only see my shared screen, they cannot see the layout that those on zoom can see.

Welcome to the Zoom Community, @StPaulWilson.
This is a well known issue. The Zoom app has multiple renderers, and the Live-Stream renderer is what I’d just call “a more basic layout structure”, and apparently not intended to match any other Zoom app output. There’s nothing that you can do to control it to the level you’d like, without using other composition tools.
