Participants Not Being Displayed on Screen

We have several participants who cannot see other meeting members when those people's video is not being shared.  This is something that has been going on for about 3 weeks, presumably from one of the more recent updates.  Why can we no longer see who is in the meeting (with a silhouette and name) if someone stops their video?  How can we fix this?  It happens both on ipad and laptop.  Sometimes you need to turn off your video, but you should still appear in the meeting.

Sanity-check: have you confirmed that these participants do not have the 'Hide Non-Video Participants' option enabled? See below (opposite instructions to disable):

What would the instructions be for someone joining a Zoom meeting via an iPad?  I don’t see a view button on the upper right to change any settings.

hello, I am having the exact same problem just in the last few days on my Samsung Chromebook. I can see my own image so my camera is working. I get no video from any other participants, but I get audio. HELP!!!
