Migrating/Reassigning Cloud Recordings

We have licensed corporate  users who are recorded for compliance purposes and the Zoom meeting cloud recordings are also retained. Can Recordings from one licensed user be migrated to another users Zoom profile?

Currently the only way to move cloud recordings to another user is by deleting the user and migrating their data over to another specific user. 

Also, admins can access cloud recordings for all users on the account, but that may be too much access for your needs.
