I am not able to enable the feature under settings in the Advanced Meetings ! Can someone please help ?

Can you describe the issue a bit more? Are you trying to enable this on the Settings page?

I am not able to locate the feature under to enable live streaming for Facebook under “settings” in  “advanced meetings” .

If you cannot find the setting, it is likely that you do not have the correct account to do so. Live streaming requires the host of the meeting to be licensed on a Pro account or higher: https://support.zoom.us/hc/en-us/articles/115000350406-Live-streaming-meetings-or-webinars-on-Facebo...
