Is there a way to set the default audio at the machine level, for all users of that machine?

Our users wil join a meeting, and zoom will use the the montior's HDMI connection to run the audio output, even through the system default uses the external speakers on the PC.  Is there a way to force zoom to use the default, for all the users on the system?
