I'm an account owner trying to add polling - system says categories locked by admin. but no admin as

I'm the account owner.  I want to add advanced polling and quizzes to my meeting but can't find where to toggles on  availability of this option for meetings.  I am the only user so far (the only person on the account) but user management screens say that some of the available options have been locked by admin.  How do I as the owner unlock these category choices?  Thank you.
