I am using the API to create a meeting for another user who will become the host. I have a paid account. Does the other user need a paid account as well?

If you are scheduling the meeting in your account then the other user will need to access your account and be able to host the meeting. This can be done by an alternate host or by the user joining before host then claiming host by entering YOUR host key (found in your profile). Alternate hosts must be a licensed user. Joining before host and claiming host can be anyone who can join the meeting.
