Can the host disable all camera/video etc? I tried focus mode, but once the guest come into breakout

Can the host disable all camera/video etc? I tried focus mode, but once the guest enter breakout rooms, their camera can turn on by themselves.

With meetings, hosts and co-hosts can control the following features: Mute participants. Request that a participant mutes or unmutes (with pre-approved consent) Stop a participant's video.
