Can the host disable all camera/video etc? I tried focus mode, but once the guest come into breakout

Can the host disable all camera/video etc? I tried focus mode, but once the guest enter breakout rooms, their camera can turn on by themselves.

Is Focus Mode available in breakout rooms?

I know Focus mode works in the main session, but is it available in the breakout rooms? because more and more Zoom bombers come in the meetings, so if I only allow co-hosts show their video/profile picture and turn off other participants' video/pictu...
