Annotate tool not available for 2 clients when sharing their screen

This has happened with two clients. They are sharing their screen with me to ask a question and the annotate option is not available. It is consistently these two clients and no others (so far). I have to assume there is a setting on their end. Any thoughts?

What device are they sharing from? Mac? Windows? Chromebook? or mobile device? iPad?

This is a huge problem for me, too, and makes Zoom useless for remote teaching. Both of us are using Zoom app, not browser; both have Annotation turned on in meeting settings. Student is using MacBook; I'm on Windows. Annotation hasn't worked on Chromebooks, but I haven' t had problems with IOS before.
