Hi,
I wanted to know if on Zoom Webinar it was possible to enable active video and audio for Attendees?
If that's not possible, how can I make webinar users "members" instead of "Attendees" by default?

There is no way for Attendees in a Webinar to share video and audio. They are an audience, plain and simple. They have to be promoted.
You cannot default Webinar attendees to Panelists (if that is what you mean by "members"). But you can define Panelists in advance, if that helps.
Once your Webinar is scheduled, you can do this under the Edit options:
